Still, I think you are right. In German we put those articles for some Countries… including USA.

In my opinion they could have pointed out the reason. E. g. talking about car manufacturers & suplliers:

While some politicians are blaming EU-laws for the enormous decreased sales, I personally think it was just dumb relaying on the Chinese market. They learned (and probably stole) manufacturing insights while co-assisting the production (German manufacturers were obliged to produce in joint ventures). And now they just are incentiving their own products.

It was done to keep the US selling fuel to the EU.
