Nearly as many people as all of Switzerland. Los Angeles is huge, too but has a relatively weak mayor because of how the city council is structured.

California, Texas, Florida, New York, Pennsylvania, Illinois, Ohio, Georgia, North Carolina, Michigan, New Jersey, and Virginia (but just barely).
