If I’m crossing the street and get mowed down in a hit and run, the car’s dash cam footage probably won’t be found.

You seem to be falling into the quicksand of trying to fix the symptom of one societal ill by introducing another one with its own bad symptoms.
Consider that the problem you have is not “we gotta stop the bad guys”, but instead “we gotta stop what makes guys do bad things”.
