It depends on the person, do they want to just use something which can open the browser, office suite, and occasionaly some games/programs without uderstanding anything, or they like to tinker, and customize, break and repair their system. I recommend Mint/Eos/Arch based on the willingness of thinkering. Cinnamon is easy and straight forward, KDE is not.
EOS most certainly can open the browser out of the box. I don’t see why such a user would have an issue with kde, or, for the matter, why any windows refugee would
