    What’s to stop anyone from installing a panel without a licensed reviewer taking a look?

      If you’re asking about a solar panel, and not a breaker panel, and you mean connecting it to the grid, normally the utility provider would flag this and send someone out to disconnect it.

        What’s stopping me from plugging a diesel generator into my house when the power goes out? Generators are common in rural America. Don’t require a license either.

          They require permitting.

          In addition, as mentioned above, they would send someone out to disconnect it and probably fine you.
