    It comes down to your view of penalty and the end thereof. They did the time and hopefully the work that is needed to not do it again and he deserves a second chance according to law (and my position also).

    In Germany there is a thing called sicherheitsverwahrung which can be used as a way to keep people that are still deemed dangerous after their penalty is done but that is highly controversial.

      We have the same thing in Norway, but it’s not considered that controversial here. If I’m not mistaken, the person needs to be condemned to x years + “forvaring”, so they can only keep inmates longer than x years if they have been sentenced to “forvaring”.
