Italy has introduced strict measures that make it extremely difficult for same-sex couples to become legal parents. Under current laws, surrogacy is completely banned, and authorities have intensified penalties even for Italians who try to use surrogacy abroad. On top of that, adoption rules heavily favor married heterosexual couples, leaving gay and lesbian partners with almost no legal pathways to parenthood.
