The ones you see there are gaming mice specifically made to be rechargeable on the fly with a PowerPlay mousepad, so they have rechargeable battery.
Logitech also has some models that charge over UBB C. (Or recently used to have…) I have no idea if these models will get replaceable battery, though.
Afaik there won’t an exemption for computer mice.
