It wouldn’t surprise me to find out that countries/teams are unable to boycott, but should do it anyway.

I mean even if you have to play by some weird agreement, nobody can force you legally to bring your best team. Make a national lottery where everyone eligible can win a player spot and a free luxury holiday at the tournament countries. Tickets 5€ each, pay the expenses with the money, rest goes to a good cause (FIFA Children’s Foundation 😈).
