Smokers routinely light up at bus stops, elevators, parks, restaurants and even hospitals.
Even in Western countries there’s not much you can do. I keep seeing jerks smoking at bus and metro stops (or right next to/outside those), but what can you do? You won’t call the police for such a small thing, and even if you did for some weird reason, the smoker would be long gone.
Sure, you can ask them to not smoke there. One: good luck with that; two: not like they would stop doing that from then on.
