      Congress decided quite a while ago that presidents are allowed to have a little war, as a treat, and only seek approval for it later. It’s been this way at least since the '90s and likely before.

          Then they are ruled by a dictator. Congress doesn’t have a say. Courts and judges don’t have a say. That’s dictatorship.
