A president who thinks himself a king, and everyone from congresspeople to governors to state secretaries to city officials who want him to stay that way. Sure, Bush might not have suspended elections, or Obama, but I can definitely see Trump trying.

“Police action”, because even with the current climate, it might be hard to get Congress to declare an actual war.
If he doesn’t it isn’t worth the effort, we’ve had elections during actual wars we wouldn’t skip them for police actions.

It’s possible but that’s an uphill battle considering we had elections after Pearl and during Vietnam and Korea.
