Mainly by actors who get in power by getting elected by the majority but then representing a small minority. Demonstrating to people that the democratic system isn’t achieving the desire of their interests being represented by the government. Then domestic and foreign opportunists stick needles and wedges in the cracks in order to widen them and lodge themselves in. I think if Merkel, Sholz and Merz did what their electorates wanted on economic issues we’d found the cracks and threats to democracy small enough to ignore, and more capable to do something about them.
