Apparently, according to other versions of this story, one fell in, and the other went to rescue him. Both are said to have drowned.

That canal is so shallow the water is at your waist when you stand up in it.

Nobody find that suspicious as hell?

I find it pretty weird that you’re obsessing over this so much and have posted about it several times tonight.

Yeah, it’s a bit strange, and it warrants investigation, and as the article says it is being investigated.

But also as someone who has spent a lot of time around water fishing, boating, swimming, etc. there are a whole lot of ways you can get yourself in trouble in or in the water, and I wouldn’t be terribly surprised to learn that it was just plain bad luck.

They were both homeless and it’s not warm out. The water at the temperature it is now will knock the breath out of you when you jump in. And one fell in.

And what might not be deep could hold a nice thick layer of fine shoe sucking mud. Not great conditions to try and save someone if you’re not in great shape yourself. Especially if you’re wearing heavy clothes.

Not particularly. People drown in gutters and bathtubs. All it takes is having your head under water long enough to stop breathing. Usually the drowning kills you but something else prevents you from coming up for air. In this case, probably mud and turbidity causing disorientation and lack of leverage.
