I find it pretty weird that you’re obsessing over this so much and have posted about it several times tonight.
Yeah, it’s a bit strange, and it warrants investigation, and as the article says it is being investigated.
But also as someone who has spent a lot of time around water fishing, boating, swimming, etc. there are a whole lot of ways you can get yourself in trouble in or in the water, and I wouldn’t be terribly surprised to learn that it was just plain bad luck.
